It adds 3 interesting missions which are harder than anything else you'd face at that point in the campaign, but also offer rewards above what you'd be expecting to get then too. So a good risk-reward.
However its nothing revolutionary. The 'story' of it isn't great. The missions are fun enough and a bit different, so that's good, but they replace council missions until you complete the last one of the three, which you may want to hold off on for a while, which means you do lose out on that opportunity.

This expansion adds some really good elements and really refines existing mechanics. Many of the newest additions are fun, and can add a lot of layers of play that didn't exist before. The diplomacy and relationships formed around the world congress is very engaging and interesting, and can really bring you close or drive you apart with existing allies.
While a few things could be better, most of them are easily fixed through steam workshop!

Perhaps the biggest downfall of this game is the fact that, through its title, many people compare it to the original (and rightly so).
On its own, this game is outstanding. Unfortunately there are bugs which have plagued this game since release, which will hopefully finally get fixed in November, but it is too long to have to wait. But the gameplay is solid and engaging, the story (aside from the ending) is interesting and it is nice to listen to all the opinions of the base personnel on your first play-through. Second wave and varying levels of challenge offer good re-playability.
