This faction pack add some content to the game, which is nice because the family choice in FoTS is not that large. Yet, even if this faction has different perks than the other imperial factions (better artillery, less upkeep, ect), its beginning point is very close to the beginning point of one of the other imperial faction, so the overall experience is a bit similar....

The Saga faction DLC adds in one playable faction - the Saga - and does nothing else. The Saga are fun to play with, as they have a head start on modernizing (already trading with Western powers) and are one of the few factions (and the only playable faction) that starts with a decent artillery piece (which helps with early battles). However, in all reality, like the other Shogun 2 faction DLCs, the Saga faction DLC is only worth it if it's on sale and if you really want to play it. My suggestion is to read up on the other faction DLCs to figure which one suits your playstyle and sounds interesting - otherwise, there's no need to buy it.

The Saga pack (sounds a lot like Sega), adds another faction with some quite interesting traits, to be quite fair. Among those traits are an increased artillery accuracy, increased industrial growth, less upkeep for ships and units, and an established trade with the Western powers. Like all the other faction packs, get it on a sale, it will be worth it 100% then.

The Saga Faction DLC for the Fall of the Samurai expansion enables you to use the Saga Faction in all modes including multiplayer. The faction, ofcourse, has its own distinctive traits, but there is no other content. I would not buy this, but if you really need an extra faction - go ahead and get it.
