Megalopolis makes some solid additions to Tropico 4. The new Conventillo house in particular, is interesting as you have access to a relatively cheap and large high quality house early in the game, which can help raise your overall housing quality rating more quickly than say, tenements. You do have to provide maintenance every once in a while, as the quality declines, but it is still a good housing option. The new mission is also interesting, with many challenges and decisions thrown in your face as you need to provide housing, food and employment for a rapidly rising population.

Now your little little island can be bigger with this DLC, but if your population grows, the problems too, you wiil have a lot unemployed people and food shortages. The new mission Megalopolis is very fun and it will be difficult to manage the largest city in the Caribbean and when the bureaucrat arrives the chaos will be complete in the island.
