Yes, it's another costume DLC, but this is one of the nicer ones, featuring Krieg after someone was foolish enough to think that a radioactive power tool through the skull could kill him. Like most of his costumes, kinda boring body, but awesome head costume. It has a lot of detail, and really stands out. The glowing eye through the mask is an especially nice touch. If you're looking for a more distinctive Psycho, this is definitely one of your better choices.

When a character doesn't wear a shirt, the only way you can really customize them (beyond some vague texture changes to their chest) is to give them a cool hat. And this hat is fairly cool. Nothing overly special, but it does stand out.

I may be biased against cosmetic DLCs, but on the other hand the deal is very fair: They don't add too much to the game, but the price is very low, almost negligible. And moreover nobody makes you buy them. If you feel you don't need another skin for your character - you can play the game without it.
Yet for a multiplayer gamer this pack may be a perfect addition. If you play the Psycho character you may wish to make your character stand out from other psychos. And now it's pretty easy with the "sharp" haircut, new mask and new set of tattoos.
If you feel you don't need this skin for your gaming needs, leave it out. But for a completist it may be a worthy addition.
