As any other graphical enhancement in the EU4 universe it isn't necessary to play the game - as in doesn't add anything besides a little eye candy. Still, out of all of EU4's little DLCs I would recommend getting something (like new unique units) because the national monuments appear only on the terrain map mode.

The map in Europa Universalis IV looks looks impressive without any doubt. It's better than ever before and still there are some additions to the game which make it even prettier. The new National Monuments II pack adds a selection of new landmarks to decorate the world map even further. It adds beautiful depictions of famous buildings, including: Hagia Sophia, Stone Henge, Buddha Statues, Machu Picchu, Chichen Itza, The Parthenon, Petra, The Forbidden City, Easter Island Statues, Himeji Castle, and Tenochtitlan. Is it a necessary expansion? Not really, but thinking like this you could easily be still playing games in text mode without any graphics. So why make your game less visually pleasing if somebody put some effort into making it look good?
