The Steampunk Slayer pack gives you a nice new costume for the Mechromancer Gaige, giving her a nice gear designed costume (somewhat reminiscent of Zero's Clockwork costume DLC). While it's not personally my favorite look, I appreciate the detail put into this one, and it definitely fits her class well. If you like the design as well, I say pick it up. If you already went ahead and purchased Gaige for your game, why not spend a little extra to make her look nice too?

The mechromancer gives off a very steampunk-y feel, even without this reskin. When she's wearing googles and gears and all the other staples of steampunk, she really reaches her true steampunk-y potential

Even though I am not a fan of re-skinning DLCs, I really liked this one. First, I liked the mechromancer character a lot, and second, I always felt that steampunk suits the Borderlands setting just perfectly. The pack includes a costume and a new head for the mechromancer.
Bear in mind that mechromancer is not a part of the base game and requires an expansion, and although you don't really need it to play, you might consider it because for a surprisingly low price you're getting a really nice skin (one of my favourites) for a great character. Especially multiplayer gamers will appreciate another option of customizing their character, but if you are a fan of Borderlands, wouldn't you like to have the complete collection of expansions?
So why don't you get all the goggles, lightbulbs, gears and stuff for your mechromancer?
