The times are changing and the island nation of Tropico is evolving. The Internet, a New World Order, terrorists, global financial markets and space exploration are on the rise and pose new challenges to El Presidente and his regime.
Old buildings and structures are becoming obsolete and need to be upgraded or even replaced by their modern counterparts. Cars and transportation need modernization to meet the needs of a changing economy; and now El Presidente can even send people to the International Space Station! As the name suggests, the Modern Times Expansion brings Tropico into the modern era which allows you access to more up-to-date services and buildings. Modern Times does not change the fundamentals of Tropico: you still dictate a banana republic and build structures to make your citizens happy, while making money and (hopefully) winning elections. The game also maintains the tongue -in -cheek sense of humor with many new jokes and entertaining characters in the campaign.
Speaking of the campaign, Modern Times ships with 12 missions which are fairly similar to those of the original Tropico 4 although the difficulty has increased noticeably and you will need to play far more intelligently to be successful. The campaign does however, suffer from the same problem that Tropico 4 had: you don’t really know your ultimate objective and rather just complete a series of tasks only to be lead to the next task. Some people may like this in that you can be caught off guard in where you need to go, but I find it quite annoying to be told you need to carry out a particular action or build a particular building when you did not have the slightest intention to even think about expanding in that particular direction.
Aside from the campaign, the main additions in this expansion are the many new buildings. Some are merely cosmetic upgrades and don’t really do much that is different such as the theatre while others like the Telecom HQ, and Sanatorium are quite useful and offer a new dimension to the game (the latter letting you charge money for health care). Rather than more buildings being added, some buildings are actually replaced with new ones as you progress through time and many old buildings that transform into new ones need electricity to run even if the original didn't, such as the apartment block turning into a modern apartment block. Sometimes it can be a bit annoying that old buildings are unavailable over time, and one such building is the wind power turbine which is replaced by solar power. Modern Times also adds a few more edicts which are fun to use but aren't really necessary to win a game.
At the end of the day, Modern Times updates Tropico 4 without revolutionizing it. The campaign offers more of the same on a higher difficulty scale and many of the new buildings are quite interesting and can push you in new directions. The timeline feature is a great addition as world events come into play which can impact on your profit making ability. If you don’t have this yet, Modern Times provides a great reason to return to your island of paradise.

Tropico 4: Modern Times expansion brings a dozen of brand new missions, expanding the story on different islands. It bring modern 21 century setting and environment to the gameplay. You have to a fan of the main Tropico 4 game to like this DLC, because it has the same good and bad things from the series.
It's the largest expansion so far I think, with many new buildings, edicts and opportunities. All new features are practical and solved many old problems. The downside is that the "Tropico feeling" is unfortunately lost. It now feels more like, as if you have to build a futuristic city on another planet.
Conclusion Ultimately, probably everyone has to decide for himself whether he wants to play a futuristic Tropico. From the scope and technical playing here, the Modern times extension is worth without a doubt for fans of the game looking for more content.
