The Call to Arms content was part of the Europa Universalis IV sign-up campaign held prior to launch. Due to many requests from people who would also like to experience the content, it is now being offered as a DLC pack.

The Winged Hussars Pack:
The Winged Hussars Unit Pack contains 12 unique cavalry models for the cavalry for Russia, Poland and Lithuania, three of the most influential eastern European states in the Europa Universalis IV era.
The National Monuments Pack:
The National Monuments adds new graphical national monuments to the already stunning Europa Universalis IV map. The new map items are: The Cologne Cathedral, The Notre Dame cathedral, The Tower of London, The Old Faithful geyser, The Kremlin, Saint Peters Cathedral, Mount Fuji and the temple Angkor Wat.
Europa Universalis IV is required to play this DLC.

This EU4 DLC pack adds new sprites to the game. These sprites are the Winged Hussar and National Monument sprites. One annoying thing is that Winged Hussars only appear lategame and the game is significantly better earlygame. You don't really notice the National Monument things. This makes your money better spent elsewhere as you won't see them much.
Whoever missed the Europa Universalis IV sign-up program, they should get the Call-to-Arms Pack pack, which is basically the additonal content which was offered in the sign-up pack. Although not essential to the game, it enhances and expands it in a nice way for a very low price. From this pack you will get a new unit pack for your game - the Winged Hussars Pack, which adds 12 models of cavalry units typical to Eastern European powers of the period covered by Europa Universalis IV. Then there's the National Monuments Pack, which adds several famous landmarks to the map of Europa Universalis. As I already said, the content here is not essential to the game, but I expect that no Europa Universalis IV fan will want to play without it.
