The buildings included in this DLC are mostly ones which cannot be placed by the user - they are automatically generated in residential or commercial zones. Since Cities Skylines contains a vast array of different randomly generating building types, you don't often get the structures in this pack springing up where you would like them. Because the pack contains only three unique (individually place-able) buildings, I don't feel this pack represent a good value for money compared to e.g. the High-Tech buildings pack; which, in contrast, consists entirely of unique buildings. If you are particularly into art-deco and are making a themed city where this style would fit perfectly, then go for it. However, for the general user, I would recommend holding over to purchase one of the bigger main DLC packs instead. Keep in mind though, that the three unique buildings featured in this pack can only be obtained by purchasing it!
Content Creator Pack Art Deco is a DLC pack that was created by one of Cities Skylines' best mod creators. It's nice to see a company support the modding community like this and give them incentives to create content by actually seeing that they are paid for it. The problem with this is that there are so many free things offered by the community that it tends to overshadow what you will get from a smaller paid mod like this. The buildings offered in this pack are a good inclusion to the game but because they are just mods they don't add any substantial changes to the game and they don't add any features that allow other members of the modding community to create content in new ways. The price isn't bad but you don't get a lot of content and if the developers are going to be working with modders to create content like this it would be nice to see them work with them to create content that can't be done or can't easily be done through normal means. The buildings also don't have the best night lighting and that kind of quality check is one of the things that the developers should be working with the content creator to get looking good for release. It's worth getting if you are a big fan of the game and want to support the developer and one of the game's modders but without any substantial additions and other free content available it is easy to skip.
