Rome wasn't built in a day, rather a few hours

CivCity: Rome can be compared greatly to the Caesar games. You are contracted as a Governor to build cities for a variety of purposes (ultimately for the glory of Rome!) and move on as you finish your objectives. It is pretty usual city building fare. Construct roads, build houses and services, make sure needs are taken care of, expand. One of the innovations this game introduced is the concept of social advancement of citizens. Citizens are given personal lives and social statuses. As their needs are fulfilled, they will rise in social standing. The interiors of houses can be viewed and the lives of your little Romans can be put under close scrutiny. The game is overall, a slight upgrade on Caesar and will be enjoyed by anyone who likes historical city builders.
